How to go to a different CFW?

I am truly sorry for asking such a basic question, but I did do searches and readings for hours and don't quite get the whole thing.
My brother installed Rogero 4.21 on my PS3 and in his absence, I don't know how this thing works.
I am interested in Rebug 4.21 and Rogero 4.30.
How would I do either?
It looks like Rogero 4.30 v. 2.03 came out recently, which says no need to downgrade.
Does this mean that I can just put the PUP file on a USB drive and go to system update on PS3 XMB and do an update and that's all there is?

What about if I wanted to change to Rebug 4.21 from either Rogero 4.21 or Rogero 4.30 (after the said update above)?

If you could explain the steps (as well as why we do the step) or a guide somewhere, I would be really grateful.
Once again, I sincerely apologize for posting what I am sure if yet another stupid question (I tried what I could but couldn't wrap my head around it), and if I am not looked on with pity, I accept it too.

Rogero 4.30 v2.03 can be installed from All CFWs!

Yes, I know that, but what I am asking is, what do I need to do to install it? I know it can be installed from any CFW and therefore no need to downgrade to 3.55, but how do I actually install it then?

Just put it on my USB drive under the appropriate directory and go to PS3 XMB's system update?
Or do I need to do all that qa toggle, nand/rom dump or whatnot, in order to prevent bricking?
What about this "recovery mode" thing? Do I need to get into that?

this page doesn't quite explain the answers to my questions. Yes, I can tell I don't need to downgrade to 3.55, but other than that, I have no idea about how to install the update.

here, it says

but what about all the other things written on that page like qa toggle and whatnot? Were these done already when my brother updated my PS3 from whatever firmware it used to be to Rogero 4.21 so I can ignore all of that and just do either one of the Alternative Ways?

From the Release thread (Rogero 4.30 2.03) at tortuga cove (read everything there, twice):
* This CFW can be installed fine from XMB Update over any OFW3.55/CFW3.55/CFW4.21/CFW4.30.

....

3- The QA flag is better to be always Enabled on your PS3 for safer upgrading/downgrading operations.

QA toggle gives me an error message. What I gather is that the application was signed for 3.55 and not Rogero 4.21 which I am on and that's why it cannot be run on my PS3.

But I believe my brother ran qa toggle when he was installing Rogero 4.21. Does that mean it's enabled or do I need to re-enable it on 4.21? I tried checking to see if it's enabled by going to network settings and pressing L1+L2+R1+R2+L3+down (or whatever the exact combination was) but it doesn't react as I am told it should if qa flag is enabled.

Am I using a wrong version of qa toggle app? Where can I get qa toggle app that works on Rogero 4.21?

As far as I know, there is no toggle qa for 3.56+ Firmwares, so it's ok to run it only on 3.55 before upgrading.

QA toggle will remain with your console up and down the firmwares. But you won't get the 3 extra menu to confirm it working on 3.56+ firmwares. Button combo possibly different on higher firmwares but Quality Assurance flags remain.

Hi there,
