Or it could be the ribbon cable.

It should run apps with just the logic board. I have setup PS3s with no drive and just the logic board. Then used Rebug REX to emulate a usb stick as a blu ray drive. You don't need the drive, but you do need a functioning married logic board, connected with a good ribbon, and power cable.
If it doesn't then it is most likely a bad ribbon, or the logic board is bad.

Try and change the ribbon. Then try and remarry the other logic board.

theres something wrong. the blue light on isnt what is bugging me its the not being able to run pkg files. my blue light is on and it works fine. its gotta be something on the board not working or its not connecting properly IE defective cable. damaged port.

i went to confirm for yah. i turn my cechg on board only no drive. boots fine. loads games on the internal. and the blue light is on and solid so thats ok. if you cant boot anything. check the ribbon cable closely. it should have a plastic coating of sorts over it. if in any place it looks bright silver the coating has come off. look at the ends where it connects to the board and drive. no huge gouges? chips? next take a flashlight and look at the ports up close. no little piece of something stuck in there like dirt? not missing any prong? they are TINY but they are there. both clips are on? and when you put it in and clip it down they are lined up perfectly? not out a little too far or something?

back up a moment i just tried something for you. if the power cable and the ribbon are not connected to the board. the blue light does not come on. even if one is and one is not. the light does not come on. therefor if the blue light comes on the board is connected. doesnt mean the board isnt faulty. but it does mean its not the cables.

just reconnect everything. boot the ps3. try to boot a game from your internal hard drive. not a pkg. an actual game. or external if thats how you do it. but try something besides a pkg. preferably an authentic psn file if you have it. or netflix even. becasuse if that works your board is fine and something is wrong in the cfw or corrupt that wont let pkg files install. i read back and you said a pkg didnt work. never said a game didnt. can you verify that for me please? either way here we know its the cfw in some way or the board is fubar. so we get the answer

i was always under the impression that if the blue led is on (no disc inside) that the ps3 will return to xmb when a game is launched....

If the problem is on the original logic board, probably now have to buy a new laser to mount it on the BD drive with working logic board and then do remarry

nah im playing dc universe on my cechg01 right now. board only no drive. solid blue light. works fine

actually if that blue light isnt on it doesnt work lol. im guessing its normal. as you need a bd emu to boot games on cfw with no disc in the drive. maybe the ps3 has a feature like that also?

The ribbon cable has only one side. If you have removed it from mb and the bd reader try to swap its position if you didn't that i have no idea...

Usually on models CECHC or CECHG, the BD player failure is caused by the controller for driving the laser (ic BD7956FS) is probably for this reason that your logic board does not work.
If your ps3 with the original logic board does not load PSN games or demos, it means the logic board is faulty,
to solve the problem you need to replace the IC bd7956fs on that logic board, or you can mount another working fine logic board, but in this case you need to do remarry
