All PS3 games are Region Free, except one (Persona 4).

Yes, there is, you'll need to change the Target ID or use a different PARAM.SFO for the game, but you'll need a jailbroken console to do that, it's impossible to change the region of the console or the game on OFW.

That's changing the region on the software directly, correct? was hoping to find a way to change the region directly on the cfw ps3, I remember doing that for the PS2 by doing a bios swap and something like that on the Wii

For the system itself, you'll need to change the Target ID of the bios.

This can be done by following the guide of cex2dex, the difference is just the Target ID. Instead of putting "82" for the Target ID, you'll change this number to the region of your desire (listed here: http://www.ps3devwiki.com/wiki/SKU_Models#Regioning ).

And you'll flash this modified dump (part of it) in multiMAN.

You won't make the console turn into a DEX, you'll just follow the same process with some differences.

But, if you'll play this game on a PS3 with CFW, the best solution is to use a modified PARAM.SFO.
