No, streaming from PS3 to PC will not be possible in XMBPCE.
I think it would be possible but I have no possibilities to try this because I don't own a PS3 for testing.

Nope, I don't own a PS3.
For all this PS3/XMB references I use google and this is a windows application so I don't need to test it on a PS3.

So this is a PC application that simulates the XMB environment acting as a front-end for allowing users to launch PC based applications thus far with plans to include media functionality. It in now way "emulates" anything in the natural sense of emulation, but replicates what the XMB looks like.
It's rather interesting to me due to the Sync'ing of the PS3 pad to the PC without the need of an ugly driver setup like other apps that allow using the PS3 gamepad on the PC. I hope the limitation for using it with the USB cord is remedied. I'd suggest (excuse me if I'm not in my right do do so) that you allow assigning multiple apps to launch the multimedia content (movies/music) and then allowing one to be the "default" thus overriding the use of the current set default app to load the file extension launched in Windows. Including the option to use the default Windows app assigned to thus extensions would also be nice. I see this more as a front-end of sorts unless you plan on including internal builds of multimedia apps (ffmeg, mplayer, etc ... [the usual]) for playback. Then it would be more like XBMC, but with a PS3 theme. Creating a front end is pretty simplistic, syncing the PS3 pad and rendering the XMB default theme (if it's rendered and not some video) is impressive, but this is by far no sort of emulator. Good work thus far though.

I was not even sure what category I would place it ...
Simulating would be duplicating the behavior of XMB. Emulating would be duplicating the inner working of XMB. BUT emulation can work differently but it can still look like the original XMB. AND it doesn't infringe patents.
