4.i have the Act.dat file from PSN
5.Copied act.dat in USB/Exdata and other 000000* folders (even copied the Act.key or whatever it is called)
6.Ran the Raact PSN from aa which made it reactpsn something something after restart
7.used my main account and installed pkg (theme) (sniper Elite Pkg wont install)
(RUNNING ROGERO)
8.Also did that Pressing R1 thing which led to creation of React PSN folder in USB.....(no Idea if i have to do any thing with that folder)
9.Checked the Drives using Multiman which shows that rap were changed to rip (do i have to copy these somewhere? and to where if so?)(USB HDD connected to Port close to Bluray)

been on PSN but when i checked there was no act.dat file.....(installed rogero recently)

This step you mentioned is not needed.
5.Copied act.dat in USB/Exdata and other 000000* folders (even copied the Act.key or whatever it is called)

R1 feature = This is a forced backup of all rif /edat activation files.
It is necessary to do this if having activated PSN content, or activated content from Reactpsn .

R1= Backup converts DLC rifs activation files to to edat/Raps to USB.
You can later use this backup to reactivate your DLC all over again.

R1 = Is also used to convert rifs to Raps from any DLC that was bought from PSN, or DLC activated using ReactPSN & Raps..

What i mean by the above is all the edats & Raps from that R1 backup.
If your stuff becomes deactivated you take the backup with all the raps / edats & copy that exdata folder to the root of your USB & then run it from ReactPSN user account > aa < .All your PSN related stuff you have installed when you did that backup ,will be activated again.

If you have used ReactPSN & Raps to activate PSN DLC ,it converts the Raps to Rifs. When you use R1 feature it will reverse that feature, while backing up all accounts & reverse the original conversion of Rap to Rif.. While backing up converting/ generating new "Rifs to Raps". The backup files will be valid Raps that can be used to activate the DLC on the users PS3,or someone else PS3.

The R1 backup can be used over & over again ,as you add more DLC ,it will produce more edat/Raps in your backup.

On a side note - R1 Backup feature can fail with some USB flash devices ,i have no idea why but it does & happened to me before. If using R1 & you have Rifs/edats/act.dat on your PS3 & you get a empty reactPSN folder in root of USB = Backup conversion failed..

If i have explained this a little sloppy forgive me ,i am in a hurry atm. I hope you understood what i was saying..
