the battery have nothing to do with it, as you can see in the schematic below, the ic is feeded by 5V_USB, this 5V is switched on by the syscon.

now there are several reasons the ports are not getting power.
1. the syscon dousnt activate the 5V because of some reason.
2. the TH3301 is bad. (not likely)
3. 5V is never reaching the bluetooth board because of a bad ribbon.
4. IC3303 is fried and so power is never reaching the ports.

my guess is that the syscon dousnt activate the ports, but that's why you need to measure the voltage at some points, so we know what's going on and the action to take.

EDIT: @xAfgkiller96x , if you have the time, can you post better pictures from the bluetooth board? (both sides)
and if possible from straight up, not from an angle.

ok, i have 2 pics, one from side A of the board and one of the B side.
i added your meter in the first picture , so you can see how to turn the knob.
maybe you should first try to measure a battery to see if you have the meter hooked up properly, you know the voltage of the battery so you know what you should read with the meter.

so you meter is set to 20V range, if you turned the know like i showed in the pic.
in both pictures i added an example of how to connect the probes to the board.
in the first picture i show how to measure point 1, and in the second one how to measure point 8.

as you can see the black probe is connected to ground, and ground is everywhere, you can even put the black probe to the metal housing if you find that easier.
the black probe dousnt have to move, you can keep it on the same point, only the red probe moves from point to point.

in the zoomed window (first picture) you can see there are more ways to measure point 1, but i marked points to not get confused....i hope.

i added more points then we need, but i need as much info as possible.
there are 12 test points, just read them with the meter, and write them down.
if you post the readings starting from point1 to point 12, i will let you know what to solder.

just to get you started, point 3 should read 3,3V. (on the meter it can read 3.41)

if you have any question, ask @baileyscream

bluetooth board SIDE A

bluetooth board SIDE B

EDIT: for some reasons imageshack rotates the pics...lol

@Mr.Dutch @baileyscream here you go:

Point : Volt
1 : 5.04 V
2 : 5,04 V
3 : 3.28 V
4 : 0.00 V
5 : 0.00 V
6 : 3.28 V
7 : 1.27 V
8 : 5.04V
9 : 0.00V
Middle between Point 9 - 10 are 2 points that are 5.04 V but 10 and 9 are 0.00
10 : 0.00V
11 : 3.27V
12 : 3.27V

nice readings.
btw the 2 points between 9 and 10 can't read both 5V, the one next to 10 should be ground so read 0V, maybe you can confirm this.

can you to verify why the usb don't get power read the 4 points in the next picture? , and verify if the point with the arrow is 0V?

we are almost there.
