if BD-J allows us to play java games .. then can we play ps store java games .. like flOw ?

I doubt it will. Java is slow and a game like fl0w would be almost impossible. Fl0w uses six-axis, fast, has sound, etc. Sound itself is hard to code, but six-axis...Wow... It wouldn't be easy to make a look-a-like.
If you mean like a loader, it isn't possible. You couldn't have access to file storage which is why if you had an emulator, you'd need to code the roms (Image file) inside of the emulator. Right now we have Blaster Bunny, Pong, and Snake 1.1. Java has many limitations, but it's easier to code than C++ at least. I hope that answered your question.
