I read the xbins FAQ and cannot find anything about external links. I'll add on the emulator thread and give proper credits, I hope it is ok.

one can get it from xbins ftp for the moment, i'm sure u guys know the way
efnet-xbins-!list-then connect with flashfxp to the ftp and download

Shouldn't need ftp to get it from xbins, at least I didn't. Go to the Tortuga Cove source article, and at the bottom click on the "Site" link to go to the xbins page. From there, find the RetroArch file you want and click on the far right green button in the "DLD" column to download. That'll take you to the anonymous file hosting site, where you can click the download button and get the file.
